How do you pick up a guy?

I have found myself in this situation at many different places in my day-to-day life. Another man see me and gives me a long stare. Sometimes I am interested and sometime not, but I really don't know how to respond. If I stare back then what is the proper response? In other words, what should come next?
Ahhh, staring. The age-old way to begin cruising. You see someone you like, you check 'em out. If they're interested, they stare back. The next step is where it gets hard.
You don't want to stare back in such a way to make them think you're a psychopath. Meaning be friendly - smile! And if they smile back and appear open to conversation, approach them and say hello. Asking them what time it is can be a good opening. (Just hide your watch first!). If you're a smoker and they've got a pack, ask 'em for a light. There are lots of excuses.
From there, just follow your instincts. If they're interested, they'll keep the conversation going. If not, they'll give you the time (light, whatever) and go on with their day. Think of how you'd handle being in their situation with someone approaching you, and you'll have an idea how to approach them.
