Why does someone have to be 21 to watch two 18 year olds having sex?
One doesn't have to be 21. At least not everywhere. I presume you're talking about porn and not the real thing. It varies from state and from country to country depending on how they want to restrict the sale of pornography.
The international community (in much part from the influence from the USA and Western Europe) is rapidly coming to the consensus that one should be 18 before they are allowed to appear in pornographic movies. An amusing fact since that in some states it is also legal to watch two 16 year-olds have sex as long as no money is involved.
The real kicker in all of this is happens to guys that are 18-21. They can appear in a porn movie, but then walk into a store and be refused the right to buy that very same movie.
